The TACIS Programme concerns the improvement of the financial status of the New Independent States of the Former Soviet Union and Mongolia. It started in 1991 as a primary source of action funding, aiming at the economic support towards the Former Soviet Republics (New Independent States – NIS). Today, it is operating under the recent regulation 99/2000, and has broadened its objectives. Its annual budget is around EUR 450 million, while its fields of interest and cooperation are the following:
- Support of the institutional, legal, and administrative reform.
- Support of the private sector and contribution to economic development.
- Support in dealing with the social consequences of the transition.
- Development of infrastructure networks.
- Promotion of environmental protection and natural resources management
- Development of the agricultural economy.
The actions taken are bilateral and involve EU member states and the NIS. They are organised in the framework of national programs and last up to three or four years. They intend to address maximum three out of the six aforementioned sectors. For better distribution of the actions taken, there are four specialised TACIS programs (TACIS City Twinning, TACIS Technical Dissemination, TACIS Institution Building Partnership, TACIS Cross-Border Cooperation Small Projects Facility).
The following countries may benefit from the TACIS programme:
Azerbaijan, Armenia, Belarus, Georgia, Kazakhstan, Kyrgystan, Republic of Moldova, Mongolia, the Russian Federation, Tajikistan, Turkmenistan, the Ukraine, Uzbekistan.
CIEEL participates in the TACIS programme for the first time with legal training actions in the Ukraine. Its scientific collaborators will participate in training events on subjects of general and specific EU law.
